Building from the torso up, how can we introduce some rocking into the shoulders…preferably, this would be a second motor that could run asynchronously to the lower pivot. This would introduce extra randomness in the prop’s motion.

This mechanism can be put in-line with the “spine” of a figure. You’d just need to add an arm to go over the nylon bushing on the elongated shaft. Note the extra fender washer on the very end of the shaft. With a couple of small holes, and some fishline, this could also drive a small “flying crank” mech.
Using the same technique for the Torso Mech v1, I created a lazy-susan pivot at the shoulders, and tested it. This upper torso could be used on a number of different props. Here you see it mated with the v1 torso. But it’s actually modular. You could put it on anything.
